the stuff she showed you is probably re-tread, you can find it pretty easily.
a cheap way to get the same effect is to get an old tire(from a car or anything similar...any tire will do) and cut it to fit your shoe, it is SUPER grippy and will avoid you from having to buy shoes every week, it would probably work well for you. attatch it with some sort of glue or apocsie (cant spell that for the life of me...)
be aware that because it is so grippy it could cause your foot to catch the ground so well that it makes you fall!!!
make sure you give yourself time to get used to it, it definatley has its advantages, yet is disadvantages as well!
try it out at slower speeds to start so you get the feel of how hard to put your foot down to avoid destruction!

also you should check out value village for shoes to kill footbraking. i've had good luck finding cheap ugly shoes there that i don't mind wearing out.
