Anyone have this problem before?

I can't loosen my trucks, the nut is seated inside the washer/cup that is between the nut and the bushing. I think this occurred over time as I rode it harder and neglected to loosen the truck. Now I am considering using a saw/dremel to cut out the old/worn bushing so I can loosen the nut, but does anyone have any other ideas?

I'm thinking dremel out as much bushing as possible then work the nut until it is loose and replace nut and bushings.
