Roads in Lisbon/Lagos?

Just got to Lisbon and there are tons of hills, however all of them seem to have trolley tracks running in both lanes.
Has anybody skated any safe hills in Lisboa? I'm heading to Lagos in a few days as well, was wondering if anybody has skated any hills out there either?
