Re-grip a deck?

I imagine you have to strip the old stuff first then lay out the new grip like anything else, yes? If so, what is the best way to strip off the old grip?

i just grip over the old
maby use a rag and some water and get the most of the dust and loose stuff off then let it dry befor the new grip goes on
