Where to practice speedboarding as beginner?

Hey guys,
Anyone on Vancouver island around victoria know where some safe hills to practice hills that you'd learn on before doing an actual sanctioned race?
The largest I've done is the shawnigan lake-mill bay road, from the top down to frances kelsey school. But that was pretty lame after the first bit (if there's any cobble-hill living people around)
I'm moving to victoria soon and wondering where some safe hills to practice on are besides cedar hill (as there's lights and shit that I'm pretty sketched about)
