candian racing etiquette?

I know that contact is allowed in canadian racing, bump drafting and other assorted contact to avoid clipping wheels, etc.
However I was talking with a friend and he said its ok if you push/pull back another rider when they are making a clean pass (in a straight or corner.)
So if i was passing you in a straightaway and you pulled on my arm to slingshot off me or pushed off of say my helmet, or grabbed a piece of my clothing to pull me back, would that roll in canadaian races. Sorry if this is a dumb question, but i have yet to race in canada (due to legal reasons.)
