Hey there i'd be down to skate and i'm a beginner as well. I know of some good beginner hills around Commercial Drive and some near Main st. and Marine dr.

As for cheap equipment:

You could probably get look around at skate shops and find a sale. Protec usually has cheap helmets with a good amount of padding. I got mine at a clearance sale last summer for around $35.

Gloves: I think home made are the best. I shopped around skate shops and hardware stores till I found a pair of comfortable heavy duty work gloves that fit the way I wanted them to. Then you can buy pucks from Landyachtz. What I did for my gloves is I bought industrial strength velcro. I sewed it onto my gloves and stuck the pucks to that(if you get them Landyachtz they should already have velcro on them). The gloves cost me $13, the puck $7 and the velcro about $4. You have custom fit gloves for $25.

Knee and elbow pads just look skate shops, sporting good stores places like that. I got a decent pair elbow pads from Canadian Tire and my knee pads are second hand from a friend of mine. I don't remember how much I paid for the elbow pads and the knee pads were just given to me.

For decent safety gear that isn't going to break the bank i'd budget $120.
