Its just grooves cut in the wheels so you dont hydroplane.
you can turn any wheels into rainwheels if you have a good way to make grooves (dremel and a steady hand, heated coat hanger, knife, etc. long as it leaves a smooth groove that wont chip and flake if you slide them)
They work pretty well IMO; Not as grippy as dry ground obviously but far better then just a regular wheel on wet.
